My 10 month old jack russell cross is still in season after 4 weeks. Her teats and girlie bits are swollen.

Normally a dog's heat cycle lasts on average between two and three weeks, and comes every six months or so. But all dogs are different.
I'm assuming this is your pup's first cycle and those can be a bit more unpredictable. Sometimes the first cycle is barely noticed, other times it can last for longer than average because they have something called a 'split heat' where they basically come into season twice within a few weeks. The first 'round' will give the appearance of a full season but she won't ovulate, the second round will be a full cycle including ovulation. You may not notice a break between them and this is what I suspect is happening with your dog.
This generally only happens during that very first heat cycle and in future your pup should have seasons of a more normal duration.
If it doesn't end within the next week or so, or if you are worried about her in any way, have your vet take a look to make sure all is well. But I doubt you need to be too concerned right now.
