What is the name of this diagnosis? Why does it happen? How is it treated?

Is this a genetic disorder that can be passed on if the dog is used for breeding?

I'm afraid this is something I've never seen, or even heard of, before.

However, I did some research and I think you may be describing a Dermoid Cyst, and the hair is actually growing out of the cyst rather than the eyeball itself (although you can't necessarily see that).

They seem to be most common in GSD's and are congenital, so could be passed on genetically if the dog is bred.

I think your best bet is to see your veterinarian so that they can make an accurate diagnosis (it could be another condition other than the one I mention above), and only a professional can make that call. Dermoid Cysts can usually be removed safely and aren't malignant.
