My 12 week old puupy, lab-sheperd mix, has tiny blisters on his tongue and gums.
And his tongue is real rough feeling..??

I'm afraid this isn't something I've ever seen or had to deal with and I have no idea as to what's causing the problem. I strongly recommend that you take your little guy along to your veterinarian and have him examined so that you can find out what's causing these little blisters.
In people, mouth blisters/ulcers can occur when the immune system is compromised or weakened for some reason, but I'd assume that the same was possible for dogs, but whether this is the case with your pup I don't know.
If he seems healthy and active otherwise, then his immune system should be fine, but the move to a new home often stresses puppies out to the point where they get sick (such as with Coccidiosis in dogs) so I guess it's possible.
There must be other health conditions that can cause this though and if you're sure that what you're seeing are blisters and not the normal surface of a dog's gums or tongue then a visit to your vet is in order. Even if you're just concerned and not sure what's normal, veterinary advice is always best - being safe rather than sorry rules.
