i just picked him up today, he is 16 weeks old, welsh corgi and he twitches his head he tries to stop it by putting his head down and it does stop, it reminds me of when you hit a funny bone.
he also seems to have very fast respiration.

I'm not sure about this head-twitching, it's not something I've seen or am familiar with. It could simply be nerves or stress from the change of home, but if it doesn't stop within a day I'd definitely have a veterinarian check him out to make sure that he's 100% healthy.
Most puppies breathe more quickly than you would expect, and they can even breathe fairly erratically (especially when asleep). It's generally nothing to worry about and as long as he seems happy and healthy otherwise this shouldn't be cause for concern.
However, it's always a good idea to have a new pup checked out by your own vet within a day or two of bringing him/her home. You may want to read my Bringing Home A New Puppy page as it has lots of tips and advice as to what to expect during the first week or so with a new pup.
