I have 7, 2 week old puppies, they are acting like they have dry mouth what would cause this?

If your puppies mouths seem dry then they may well be dehydrated. New bor pups who are nursing from their momma shouldn't get this way unless she doesn't have enough milk.
Bottle-fed pups are more likely to get dehydrated because they aren't getting enough fluids. It is a serious issue in young pups like this and I strongly suggest that you have your vet take a look a them. They may need some IV fluids or other treatment.
If these little guys also feel cool and a bit 'stiff', if they're not eating/drinking properly, or cry a lot, then they need help. Sometimes puppies who are not thriving in general will hold their mouths open and appear distressed, if this happens they need urgent veterinary help.
