Why does my 2 week old puppy have clear liquid coming from her nose?

I'm afraid it's impossible for me to say what is causing this, but it's not normal for newborn puppies, or a pup of any age.

I'd strongly suggest that you have your vet take a look at this little one and see if there's a problem - possibly infection or a malformed palate for example.
