Should i be concern about this? he eats right and drinks right, he pees regularly and poops fine...

At 4 weeks old this little one is a tiny, TINY baby, and if he's been taken from his momma and littermates already he's probably very lonely and scared. This could be the reason for the shivering and whining. I really would recommend taking him back to his momma as he's MUCH too young to have been separated, a puppy should be at least 8 weeks old before going to a new home.
If it's not possible to give him a few more weeks with his momma, then as he seems healthy otherwise, it may just be that he needs time to adjust to this big change in his life and he will relax in a few days.
However, if he's still with his momma and this is a new behavior, then I'd definitely recommend having him checked out by your veterinarian.
Shaking and whining can mean a pup is cold, scared or anxious or it can mean they are in pain or distress, have a fever or are sick. If you are in any doubt, or worried I'd recommend taking him to your vet.
