Why is my dog not drinking? She will occasionally gag, but the only thing that comes out is mucus. It's a light green color and pretty thick and slimy.
She also has a small lump in her belly. The last thing is that she shakes quite a bit, but has pauses every minute or so.

You need to get this puppy to a veterinarian right away. Green mucus or discharge indicates infection and the shaking could mean she has a fever, or is in pain/distress.
Only a veterinarian can make an accurate diagnosis and get her the treatment that she needs. Please don't wait any longer, she needs help.
The lump on her belly could be a small hernia, those are not uncommon. They're generally not a problem and if it is a hernia it is unlikely to be related to her symptoms - unless it has become 'strangulated' which basically means that the lump is a small piece of intestine which has become trapped between the muscles of her abdomen. If that happens it's a medical emergency and could be fatal if left untreated.
