why does she lay down to urinate and sometinm,s nothing comes out?

This isn't normal and it sounds very much as though your puppy has a urinary tract infection. This is fairly common in puppies, especially female puppies.

You need to have her examined by your veterinarian because if she does have a UTI then she needs treatment. Generally a course of antibiotics will cure the problem very quickly.

However, if it's left untreated an infection like this can become serious and affect major internal organs such as the kidneys. So please get your puppy to your vet as soon as you can so you can get her the treatment she needs.
