Our 9 month old puppy is a silky x jack russell.
She is an outside dog and normally very active
Today she is resting inside, very lethargic with the occasional cough.
She is eating and has no exterior symptoms? Should we be worried?

Any sudden, or significant, change in behavior is cause for concern in my opinion, especially in an older pup who is normally predictable.
Lethargy is a very common symptom seen in many dog illnesses. If she's had all her puppy shots, then hopefully she will have avoided many of the most serious diseases.
However, as she's an outside dog there's always the danger or poisoning, insect/animal bites and other things. I'd definitely recommend that you have her examined by your veterinarian asap. If there is something wrong, the sooner you get a diagnosis the sooner she'll get the right treatment and feel better.
