My basset hound puppy has staining occuring on her genitals, belly, armpits, and belly. Could this be a yeast infection?
She also urinates a lot and often has a fishy odor.

There are all sorts of skin disorders and problems that can cause hair loss, skin discoloration, irritation, scabs etc. etc.
However, it does sound as though your pup may be suffering from a yeast infection, or something very similar.
The only way to get an accurate diagnosis is to have your pup examined by your veterinarian. Many skin problems can be treated fairly easily and your vet will be able to get your girl back on the right track.
