I found a puppy 4 days ago, he was ate up w/ fleas and ticks and had been attacked by another animal, i took him home and fed him.
His coat is very shiny, he is very playful, but i need to know what i can do about his eyes, he seems to see very well, i'm just worried.

I'm afraid this is a question for your veterinarian and will need a hands-on examination of this pup to find out what is going on.
The pupil is basically an opening in the eye, so the spots you describe must be in the very thin membranes that protect this opening. It could be infection perhaps, or damage (if he was attacked he could have been injured that way). I'm afraid I can't tell, only your vet can make a diagnosis.
Blue spots or marks on the iris (the colored part of the eye) are usually just pigmentation changes, and dogs which have the 'merle' coloring, or some breeds that have white markings etc., can have blue eyes, or multi-colored irises, or eyes of different colors. If your pup is a mixed breed, and the blue spots are on the iris rather than the pupil there probably isn't anything to worry about.
However, I'd definitely suggest that you have this pup examined by a vet as it most likely needs puppy shots and to be treated for puppy worms at the very least.
