i have just got a 9 week old puppy sheepdog he is gorgeous. i have noticed while he is sleeping he breaths quickly is this normal?

Yes, this is very normal. Puppies tend to breathe fast, and sometimes quite erratically when they're sleeping.
They may even twitch, whine etc. That just means they're dreaming!
As long as your pup is happy and healthy otherwise, and doesn't have any breathing issues when awake there's nothing to worry about.
