Can a 6 month old male produce puppies. My 6 month old mini dachshund locked up with my 1 and 1/2 year old female.

It is possible for an adolescent male to impregnate a female. At 6 months old your male is still a puppy, but small breeds mature quickly.

I would recommend having him neutered soon!
