Our dachshund puppies have dry skin on their backs.

I can't say for sure because there are a few possibilities and I'd really recommend that you take your puppies to your vet so he/she can take a look. That's the only way to get a definitive, and accurate, diagnosis I'm afraid.
If these puppies are very young it's unusual to see this problem, as it's often caused by allergies, over-bathing and so on.
However, it's possible that the problem is being caused by tiny skin mites and this condition is called Mange (find out more about this here... Mange In Dogs). Dry skin with patchy hair loss are the primary symptoms of Mange but it usually starts out on the muzzle, head or front legs.
Another possibility is that the puppies have fleas. Flea saliva causes an allergic reaction in many dogs and results is red, sore, itchy skin - this can look dry.
There is also a skin condition called Seborrhea which is irritation which can be caused by skin infections or parasites. Dachshunds are a breed that are prone to Dry Seborrhea and it could be that your pups are showing signs of developing this condition.
Again, I'd recommend having your vet examine them to see if either of these are the problem or if it's something else.
