i have a two week old puppy and I'm not to sure what to feed her or what she should drink.
i tried to give her cat food and she eats it, but she isn't drink water. i gave her milk and she seem to like it but i don't know if that's good for her.
so i guess i'm asking is what should i feed her and is the milk healthy for her?

I'm not sure why you're needing to feed this pup as she should be with her momma - she's just a tiny baby. Puppies shouldn't leave their momma and litter mates until they're at least 8 weeks old.
However, if she's an orphan or been abandoned etc., and she doesn't have a momma to take care of her and nurse her, then you're going to need to go and get some puppy milk formula (available at most big pet stores or from your vet). If she can lap (which I'm assuming she can if she's eating food and milk) just mix it up as directed and let her have it from a bowl.
Cat food is not okay, she's a puppy and needs puppy food. Go and buy some good quality puppy kibble and some canned puppy food. Soak a little dry kibble in warm water for about 10 minutes, then mix it with a little of the canned food, and give her that. Hopefully she will be able to eat it. By the time she's 4 weeks old you can wean her off the milk and just give her water instead.
As she's very young and at risk of illness/disease, I'd recommend that you have your vet examine her asap so that you can protect her as much as possible.
