dog limping panting heavy

All of a sudden my bulldog is limping and holding his hind leg up when walking.

Also he is breathing and panting heavy and it's not hot in the house. Could he be in pain?

He is not whimpering. How do I tell if his leg is broken?

Heavy panting is a sign of stress/pain/shock and in a bulldog who may have breathing issues in the first place it is cause for concern.

If he's holding his leg up, he's hurt it in some way. Unless he fell awkwardly, jumped or was in an accident of some sort I wouldn't assume he's broken it. More likely there's a hip problem of some sort, Bulldogs are heavily built and can suffer from joint problems.

Whatever the reason, he needs to be seen by a vet. The panting shows he's in pain and it's stressing him, and if he can't take weight on his leg it needs to be looked at asap. If your own vet is closed I would recommend finding a 24 hour emergency pet clinic.
