My 10 month pomeranians adult teeth grew in w/o his baby teeth falling out, is it necessary for him to have baby teeth removed and if so what age?
Also, 2 Vet's have found only 1 testicle that dropped. Should we have 1 removed or just get him neutered?

This isn't very unusual especially in small breeds, but you do need to have your veterinarian remove the 'baby' (or deciduous) teeth as they can cause long-term problems if they're left in there.
I'd say they need to be removed as soon as possible.
As far as the testicle goes, the best thing to do is to have your pup neutered as this will help reduce the chance of reproductive order problems later on and he'd need surgery anyway because of the retained testicle. Neutering is the recommended option.
As he'll need anesthesia for either/both surgeries I'd suggest talking to your vet about doing both procedures at once as it will mean just one dose of anesthesia rather than two. This would be what I would do myself if I were in your shoes.
