My nine week old puppy(shepard/lab mix), who we have had for 5 days, along with her brother, just developed a golf ball size, seemingly fluid filled, jiggly, lump under her skin slightly behind her shoulder today.
She and her brother wrestle and play and bite one another constantly. They also cuddle and sleep together. She is still behaving exactly the same (tons of energy) with no pain. Do you have any idea what this could be or how long we should wait to see if it goes away before taking her to the vet?

I'm wondering if your puppy was given her puppy shots recently? This type of lump could be a reaction to the vaccines and isn't that unusual, it's also located in a spot where vaccinations are often given.
If this isn't the case, then it's possible that she's been bitten or stung by something, it sounds like it could be a form of localized hives, that can occur in reaction to a bite/sting. Or it could possibly be that she's been bitten or scratched by something and that's set up a reaction.
If it doesn't get better within a day or two, or if she starts to act differently or the area becomes red or swollen or she seems to be in pain, you will need to take her to your veterinarian for a check up. It's always better to be safe than sorry and you'll need to find out what's causing this at that point.
