24 hour old puppies with a foamy puppy poop. Mom has normal temperature.
Puppies are feeding vigorously with normal temperature.

If mom and pups both have normal temperatures and the puppies are feeding properly, then infection or any serious problem at this point is unlikely.
Personally I've never seen 'foamy' poop in newborns, but there can be variations which don't seem to mean anything in particular as far as I can tell. Green or watery stools often mean trouble, but there would generally be other symptoms showing, such as weakness, constant crying, vomiting, dehydration etc.
You may want to check with your vet as a precaution, because I honestly can't say what this may mean (if anything!) I'm afraid.
Healthy newborn pups should just nurse and sleep, and they should feel warm, and look plump. If a pup cries a lot, doesn't nurse properly, looks thin and feels 'stiff' or is cool, it needs veterinary help. Your puppies sound perfectly healthy though, so hopefully this foamy poop is just an anomaly, and has no significance in terms of their health.
