Why is he breathing so heavy and he has no appetite?

I'm afraid only your vet can really answer this question as your pup will need a 'hands on' evaluation.

Heavy or labored breathing is most often due to pain, illness or distress, and if your pup isn't eating either then my guess is that he's sick in some way.

He could have injured himself, swallowed something toxic or dangerous, or have caught some kind of canine disease (even if he's up to date on his basic shots there are other dog illnesses he is vulnerable to).

I strongly recommend that you take your puppy to your veterinarian just as soon as you can because the earlier you get a diagnosis the easier, quicker (and less expensive) the treatment is likely to be.
