hair loss and itching in 7 week old shepherd puppy

the puppy has been scratching herself and all of her hair is falling out took to the vet twice no mange said this is not much they can do,...

I'd recommend taking your pup to another veterinarian then!

Constant itching and hair loss isn't normal in a healthy puppy and your vet should check for skin conditions such as Mange.

It's also possible that these symptoms are being caused by dog allergies. Your vet can also help determine if this is the case.

Fleas (actually their saliva) can cause severe irritation and reactions in some dogs and you need to use a reliable flea and tick preventative that you can obtain from your veterinary clinic.

Your pup must be very uncomfortable so if your vet can't help, please find one who can. I wish you the best of luck and hope you find out what's going on with your little pup soon.
