My 14 week old Weimaraner sleeps most the day and night.
I have had her for about 2 days now and the first day I took her out and played outside twice then most of the time after that she slept.
Is it normal for a 14 week old to be this tired?

Well, puppies do sleep a lot. They're like human babies, they need to nap several times a day.
However, it's unlikely that she's really so tired that she needs to sleep all the time. There are two possible reasons for this behavior.
The first is that she is just reacting to the stress of moving to her new home and this is how she's coping. Many puppies go through an adjustment period (lasting from a few days to a week or so), where they seem to sleep a lot, maybe lose their appetite a little and may even seem homesick or 'sad'.
If your puppy has periods of happy activity during the day (will play with a toy or with you for short periods etc.), eats and drinks normally, isn't vomiting or suffering from diarrhea and seems to be generally health apart from her 'laziness', the chances are you have nothing to worry about. Once she gets used to her new family and surroundings her behavior should 'perk up' and you'll start to see her real personality.
However, if she is experiencing recurring diarrhea and/or vomiting, can't (or won't) eat or drink, seems absolutely exhausted (ie can't even raise her head) and shows no interest in toys, treats, petting and so on.... then she could have any one of several dog illnesses I'd recommend she be seen by a vet right away.
