We have 3 week old lab puppies that we are bottle feeding. We just started with the moist can food
mixed with puppy formula, feeding them it twice
a day, and two feedings of formula a day .
My question is how often should i be feeding them?
Should we allow them to feed till they are full and stop feeding?

It sounds as though you're doing well so far with your puppies and they're thriving.
At this age, feeding them solid food three times a day is about right. They should be able to begin learning to lap water now too, so give them a bowl of water to drink from after each feed.
Giving them formula twice a day, morning and evening, should be fine at this age. You can gradually decrease this to once a day, and then wean them off it altogether.
As for the amounts - use the recommendations on the formula can/dog food bag as a starting point. You can pretty much let them eat as much as they want, nature generally won't let them guzzle down more food than they can hold. Little puppies are active and are unlikely to have weight issues.
