I have a 11 day old Scottie pup that is doing very well, mom is nursing her and taking good care of her.
I picked her up today and she was really fussy and cryed , I smelled poop so I took a tissue and wiped her butt and with some of the yellow poop there was a light tinge of blood with it and she was kinda of fussy about it.

A trace of blood in the stool usually means there's some inflammation somewhere within the digestive tract. This can be caused by something very minor, or be a sign of illness or disease.
As your pup is generally doing well and being nursed and cared for by her momma it's most likely it's nothing to worry about. However, if she continues to be fussy or seem 'out of sorts' then I'd recommend having your veterinarian check her out to make sure all is well.
As long as the momma is up to date with her shots and the puppies are being protected from any risk of contagious dog illnesses (ie no strange dogs around them, staying indoors, limited access to non-family members etc.) then they should be fine.
BUT it's always better to be safe than sorry so check with your vet if you are still concerned. Best of luck with your puppy.
