I have a 15 week old pit bull.
She had her 3rd set of vaccines exactly a week ago and she still has the lump on her shoulder blades. Is this normal?

Yes, it's actually fairly common for a puppy to have a mild reaction of some kind to being vaccinated.
A lump/swelling at the site of the injection itself is not unusual and although it may remain for several weeks, is generally nothing to worry about.
However, if a puppy develops lumps/hives over her whole body after being vaccinated, it signifies an allergic reaction and may require veterinary attention.
