what if the mom won't help the puppies nurse?

You may need to help the puppies 'latch on' to her nipples. Most puppies have a strong desire to nurse, and they don't need much help once they've found the food. However, smaller or weaker puppies may need extra help fighting for their share.
In big litters, more than 8 puppies, you may similarly need to help the weaker ones get enough milk. Supplemental feeding with puppy formula might be necessary then.
