why is my 11 month old puppy not eating or drinking any liquids and puking up yellow slimy foam?

If he's not eating or drinking and is vomiting then he's sick and needs to be seen by a veterinarian asap.

Dehydration is a very real problem in a situation like this and I can only advise that you get pup to your vet right away.
