my 11 months old female puppy urinates two or three times on each outing, she seems very healthy.
She normally would just urinate once on each outing, but four days ago she started to do it twice each time and today she did it three times on each outing.
Should I assume that she has a urinary tract infection and give her the organic apple cider vinegar with yogurt?

It's difficult to say for sure what's going on here, but as this is a significant (and fairly sudden) change in her urinary habits I'd strongly suggest that you have your veterinarian check her out to see what's causing the problem.
It's quite possible that she has a urinary tract infection, these are not exactly rare especially in female puppies, but your vet will need to do a urine culture to be sure.
If she does have a UTI, home remedies aren't necessarily going to clear it up, although it may help relieve symptoms a bit. Antibiotics are usually needed to kill the bacteria, and if left untreated (or only partially treated) a UTI can cause serious problems including affecting the kidneys etc.
SO... have your vet take a look at her so that you can get an accurate diagnosis and any treatment started if necessary.
