My pom puppy sometimes acts like her equilibrium is out of balance, she can't stand up and just falls all over the place.

This is something you should discuss with your veterinarian because it's not normal for a pup, or dog, to act that way.
There are certain conditions that can cause loss of balance, disorientation etc. and they include inner ear or neurological problems. In tiny dogs, hypoglycemia (blood sugar that drops too low, too fast) can also cause these symptoms.
Small and x-small breeds have tiny tummies, yet very speedy metabolisms, which means they need to eat often to keep their blood sugar levels correctly balanced. You could try feeding your Pom three or four times a day if you only feed her twice a day right now, that may help. During one of her 'off-balance' episodes, try giving her some Karo syrup or something similar and see if that helps. If it does, then hypoglycemia may be the issue.
However, I'd still most definitely recommend having her examined by your vet to rule out other, more serious, conditions. Best of luck, hope she's doing much better soon.
