My 4 year old pug tried to jump over a wooden barrier today that is not much bigger than him, but he hit himself, it looked like his leg because he kept limping but now he's having a hard time breathing and he is shaking and panting, what's wrong with him?

You need to get your Pug to a veterinarian as soon as possible.
Although you don't know what sort of injury he may have done to himself when he jumped, the fact that he's panting, shaking and having trouble breathing means that he is either in pain or shock. He could have broken or fractured a bone, or perhaps torn a ligament or injured himself internally. Only your vet can make the correct diagnosis and you I strongly recommend that you get your dog to him asap.
Pugs are short-nosed breeds, and can have breathing difficulties at the best of times, if he's experiencing problems it could turn into something serious if left untreated, so get him some veterinary help right away.
