Is it normal for new born puppies to have bumps all over their skin?

No, this isn't normal. They should have smooth skin and coat.

I'm afraid I'm not a veterinarian so I can't say what's causing this problem but I strongly recommend that you get your puppies to your veterinarian as soon as you can.

They may need treatment depending on what's causing these 'bumps'.
