why does my puppy chew his back paw nails?

Excessive chewing, licking or biting of the legs or paws can be a sign of dog allergies

These can be caused by fleas, dog food intolerances/allergies or seasonal allergies (similar to those in humans).

It could also be a 'nervous/obsessive' behavior. This can occur in dogs who have an anxious personality, and they may lick or bite at themselves excessively.

Your vet should be able to diagnose either of these, and recommend treatment. I would suggest that you talk to him/her about your dogs behavior.
