Puppy having trouble with not having a bowel movement

Hi Lisa
If your puppy is being fed and cared for by his momma, he shouldn't be constipated. The milk diet, plus the stimulation from the momma dog's licking and cleaning should ensure he goes regularly.

However, if he's been rejected or orphaned and you're raising him yourself, you need to stimulate his urge to 'go' by rubbing his lower belly and genital area with a warm washcloth after each feeding.

If he still has problems after that I would suggest talking to your veterinarian, he should be able to give you some assistance.
