Puppy not going to the bathroom for 6 hours

My 3 month old puppy hasn't gone potty in 6 hours.

She's been drinking water and eating normally, but just hasn't gone to the bathroom.

We've been outside multiple times since she is still housetraining, but she has not gone. Is this normal?

It's unusual for a young puppy not to pee in 6 hours, but unless she's showing signs of distress or illness I wouldn't worry about it too much just yet.

If she's a small breed pup and you don't supervise her constantly when she's inside (or she's not crated indoors), then it's always possible that she's peed somewhere and you just haven't noticed.. yet. Small breed pups only urinate a teaspoonful at a time and this can soak into a carpet or go unnoticed for a while.

If you're absolutely certain that she hasn't urinated after about 8 hours then you may want to check with your vet to make sure all is well.
