my female small dog just got done with her period but now she is leaking clear fluid and she is rubbing butt on floor and whining about it.

And licking her self down there not sure what is wrong.

It's possible your dog has an infection, maybe a urinary tract infection or something like that.

It's also possible that it's her anal sacs that are full or even infected.

Only a vet can make an accurate diagnosis and I'd recommend having her examined soon so that you can find out what's going on and get it treated. It's always easier, and less expensive, to treat something early before any complications can set in.
