what might bumps around the private areas on my puppy be?

Rashes, pimples or bumps in puppies are often caused by one of two things - either an allergy, or an infection/skin condition.

Allergies (to fleas, food ingredients and so on) usually show up as itchy, irritated skin, 'hot spots', hair loss etc. The legs, feet, belly and tail area are where these often appear first. A skin condition called puppy pyoderma is fairly common and is caused by a staph infection. This is usually seen on the belly or inside of the puppy's legs. The pimples often have white tops, and the surrounding area may be red. This can be treated by your vet with antibiotics if needed.

I would suggest that you take your pup to the veterinarian for a check up. He will be able to diagnose the problem, and treat it if necessary.
