This can vary quite a bit from puppy to puppy, but generally both testicles have dropped by the time a puppy is 8 weeks old and ready to go to his new home.
Sometimes it can take longer, up to 12 weeks or so. If by 6 months your puppy doesn't have both testicles descended, I would consult your vet.
As long as the puppy is not intended to be a show dog or used as a sire, having only one testicle isn't a big deal, especially as he should be neutered anyway.
However, a testicle that doesn't descend is at a considerably higher risk of developing cancer, so it's something that does need to be dealt with.
