My 10 week old rottweiler pup had a spot on the back of her neck, which didn't really look like a scab but seemed a bit flaky.
Now another 4 has developed and 1 is a bit larger than the others and seems to have a bit of a white head on it.
What can this be?

I'm afraid I can't really say what's causing these bumps on your puppy's neck because there are quite a few possibilities.
Parasites such as fleas and ticks can cause irritation, especially in puppies or dogs who are sensitive or allergic to flea saliva.
Other dog allergies can also cause all sorts of skin problems including rashes, hot spots and so on.
A rash accompanied by patchy hair loss (can be itchy or not) can also be caused by a condition called Mange in dogs.
There are also other possible causes for this sort of thing and I'd strongly suggest that you have your veterinarian take a look at your puppy so that he can make an educated diagnosis rather than a guess which is what I would have to do.
Any of the above conditions can be treated it's just a matter of knowing exactly what's wrong. Often skin irritations and rashes just get worse if they're left untreated so do check with your vet so that you can help your Rottie get more comfortable.
