Throws up foam a lot and has foam on his lips and he licks his lips constantly, what does he have?

If he's suffering from repeated puppy vomiting, then he needs to be seen by a veterinarian right away.

This could be a sign of some sort of digestive issue, or he could be suffering from one of any number of common, contagious dog illnesses. The only way to find out what is wrong is to have a vet examine him asap. So please get him to your own veterinarian for a check up.
