My 6 month old Jack Russell Terrier has very dark, very strong smelling urine.
He seems to not be drinking as much water as usual, but it is hard to tell since he has been separated from our older JRT.
Does he need to see a vet?

Yes, I'd definitely recommend that you take your pup to see your vet as he needs to be examined. It's possible that he has a urinary tract infection, these are fairly common in puppies.
Left untreated a UTI can cause complications including kidney problems. It's also possible that he has some other health issues that's causing the dark colored urine. Only your veterinarian can make a diagnosis so please have your pup checked out as soon as you can.
