what if the dog doesn't give milk to the new born puppies?
my dog is happy and lazy but does not like giving milk but why?

Some dogs are better (and more willing) mom's than others I'm afraid. A lot has to do with personality/temperament.
If the puppies are gaining weight, feel warm, and aren't crying a lot, then they're getting enough milk from their momma.
If they're crying, feel cool/cold and look thin, then they need additional nourishment. Supplemental feeding using puppy formula and bottles is the most common way of doing this.
