Puppy vomiting, lethargy and/or weakness, often accompanied by puppy diarrhea can be symptoms of many common, contagious dog illnesses that pups are susceptible to.

This little guy needs to see a vet right away. Some of these diseases can be fatal if left untreated, and even a day or so of no eating and no drinking can leave a puppy seriously dehydrated.

I strongly recommend that you have your puppy checked out asap. Best of luck, hope he makes a full recovery.
