the puppy feet is swollen and its' feet is swollen and the hair is falling off its' tail...

I'm afraid I'm not a veterinarian and I've never encountered these symptoms. Your puppy needs to see a veterinarian right away so that you can find out what's wrong.

That's the only way to get a diagnosis and the treatment this little guy needs, so please get him to a vet asap.
