Your pup is a cutie:o)

I'd recommend that you have him examined by a veterinarian and explain the worries that you have, only a vet can make an accurate diagnosis and put your mind at rest.

However, the symptoms you mention don't seem, to me personally, to necessarily be related, or a sign of real illness.

Many puppies whine, cry, breathe strangely, twitch and so on, when they sleep. This is perfectly normal, they're dreaming and their body is just 'letting off steam' as it were.

Little puppies breath should smell sweet (puppy breath is adorable), but as they grow that changes! Fish-smelling breath could be an indication of some sort of digestive upset though, so it's something I'd have your vet check out.

Not obeying your commands is also pretty normal for a young puppy, especially if he's now feeling comfortable and 'at home' with you, or is entering the 'tween or adolescent puppy' stage (12 weeks onwards).

Consistent positive training, lots of love, and gentle loving discipline work wonders, but it doesn't happen overnight. I'd recommend that you check out my Basic Puppy Training and How To Train A Puppy pages for tips and advice on this.

If you're ever in doubt about his health I'd recommend talking to your vet, as he should be able to put your mind at rest.
