Our 4 month old puppy Mr. Kisser is a Bichon Poo. He can't eat dry food, he will eventually puke it up later on in the day.
Then sometimes he will start getting slime come out of his mouth for no reason. We just want to know why he does this.
Also when this slime is coming out of his mouth he mopes around with his mouth hanging wide open.

I'm afraid I can't say what's causing your pups' vomiting and excessive salivation, but I would strongly recommend that you have your vet examine him to find out what the problem is.
Vomiting food up hours after a meal could mean that his stomach isn't emptying correctly. This could be due to a blockage of some kind, or a medical condition.
The excessive salivation could be due to the nausea that is causing him to vomit, or another issue. Before a dog vomits he often salivates quite a bit.
I'm not a vet so there are probably many other possibilities that I haven't considered, but there's no way to find out without having him examined. Your pup probably feels pretty unwell at times, and I'm sure your vet can treat him and make him feel better.
